Filing Validation Rules
The following validation rules are verified when a user validates a Filing prior to submitting the Filing to FERC.

For change type CANCEL, a TR could be cancelled in one change set and untouched in another, so CANCEL is omitted from this validation. Change types WITHDRAW and PRO FORMA is not subject to option set restrictions. | Fail | Option sets must be complete.
